To expand on the light background offered in the wiki, Kaoru grew up alongside his brother, Hikaru, without a single person in their lives being able to tell them apart, parents included! Naturally this really isn't the best way for young children to grow up and they developed intense codependency and rejected all attempts by others to get to know them. In their minds, if someone couldn't be bothered to learn which of them was which, they weren't worth getting to know.
And then Tamaki came along and forced his way into their lives anyway. He couldn't tell them apart, but he was so insistent that it made an impact on them, and when he asked them to join the new club he was creating, they agreed. (Rather, Kaoru agreed and convinced Hikaru that it would be fun to try.)
Choosing to join the club turns out to be a good move, because a year later the heroine of the series, Haruhi, joins as well. She becomes the first person to be able to tell the twins apart, and the twins and Tamaki all develop crushes of varying degrees on her as the club goes through their daily lives and antics together. Over time Kaoru realizes just how close they've all become and how much his brother cares for Haruhi, and he forms a plan to help himself decide what he should do about it.
Turns out his plan is to chew Hikaru out for suggesting they adopt Haruhi and share her attentions, declare he's actually got a crush on her, and then ask her out while he and Hikaru are still not on speaking terms after that. Then he arranges for Hikaru to see him and Haruhi out on their date, tell Haruhi that he'll always love Hikaru more than her, and prepare for the crack he's made between himself and his brother to potentially grow into a chasm. The plan all along was just to make Hikaru jealous and force him into acting on his own crush on Haruhi, and in Kaoru's mind this was definitely the best and only way he could go about doing it.
No one ever said his plans are always good plans, okay.
There are quite a few things that happen after that, but this is the point I'm taking Kaoru from—after sparking jealousy and confusion in his brother, and before the fight actually gets resolved.
PERSONALITY:
Kaoru is one of a set of twins who are incredibly similar, even in personalty! Together they both are notorious mischief makers who love playing pranks on anyone unfortunate enough to cross their paths (friend and stranger alike) and pursue anything they want or like with no care at all for other people. (So long as no serious harm is actually being done, that is. They do have limits!) Both are also fiercely protective and possessive of things or people that are "theirs" as well, and they'll always care for each other the most.
However! Kaoru displays some of these traits in a way different than his brother, and he has a number of traits all his own. For example, even something as simple as their mischief making is an area where differences can shine. Kaoru handles the bulk of the planning and strategizing for the more complex schemes they get up to. He works out all the fine details to ensure plans go off without a hitch, working out how to manipulate their marks into acting just as they want them to. It's a talent that he uses in other areas too! For example, using his extensive knowledge of the kind of person Hikaru is to try to manipulate him into recognizing his feelings for Haruhi. Of course, part of that plan involved making Hikaru believe Kaoru hated him, but hey! It was for his own good. :)
Manipulation doesn't end with pranks or attempting serious changes at the way he and his brother live their lives though. He often employs it for simple things like getting a friend to spend the day with them; things that could be accomplished simply by asking. Basically, while he can be blunt and direct about things like how unfashionable someone is, or how ridiculous he thinks they're behaving, when it comes to asking for things he wants from them it just strikes him as easier to trick them into doing it. Because he's been disappointed by people for so long (re: never being able to differentiate between the twins) he has trouble assuming anyone will live up to any expectations or hopes he might have. Manipulation just comes more naturally to him.
Kaoru also tends to ignore his own needs in favor of the people most important to him. In canon this is really just Hikaru and maybe veeeerry occasionally another member of the club. When he tries to trick his brother into separating from him it isn't really what he wants, but what he thinks Hikaru needs, for example. Thinking in terms of what he wants for himself is just something he has difficulty doing without prompting.
He's also the more restrained and considerate of the two brothers. It certainly isn't that he likes people more than his brother. Not at all! He's just more socially and emotionally mature than Hikaru is and uses those skills to their mutual benefit. If a prank is getting out of control, it's likely Kaoru who gives a signal to pull things back into line. If they've genuinely offended a friend, it's Kaoru who pushes for his brother to calm down and apologize. He keeps their antics from crossing into truly unforgivable behavior and at the same time works to gently guide his brother into growing into a more functional person, bit by bit.
Of course, Kaoru has his own growing left to do as well. His problem is that he's so aware of the growth Hikaru has left to do that he either doesn't notice or doesn't want to address his own. For example, he relies so much on manipulation that he has difficulty trusting even his own brother to make decisions or reach his own conclusions about his life. And even though he's trying to reduce the level of codependency he and his brother share, he still finds it nearly impossible to think of his life in terms of what is good for him. It always comes back to what's good for Hikaru first. Even when these issues are pointed out to him, he continues doing things the way he's always done them, believing he knows best. Maybe one day he'll finally figure it out, but it'll take him a little while longer.
POWER:
Theatrics: Based in canon, this power set will allow Kaoru to summon up lighting and other special effects to add to the atmosphere of a situation. This can range from casting himself or others in shadows during particularly dramatic events, summoning up swirls of flower petals on the wind if someone is being especially heartfelt, or manifesting glitter and sparkles when he's showing off. There really isn't much use for this in combat at all with the exception of maybe triggering someone's allergies or temporarily blinding someone with well-placed lighting. 99% for comedic effect.
Shadow Step: This power is very loosely based in canon and the twins' ability to appear at a moment's notice. Kaoru will be able to move in and out of shadows to effectively teleport between locations. He can use his own Theatric powers to create shadows that he can use in conjuction with this power, but they can only provide him with an escape route. He can't create a shadow at specific destination; one must exist already. There will be a lot of appearing in dark closets and under beds.
